When one of the world’s most sophisticated technology companies falls whole years behind schedule on building a plant, it’s worth stopping to ask what that means for everyone else.<\/p>\n

In 2020, TSMC, the world’s largest chipmaker, announced plans to build a plant in Arizona. Over time, the investment swelled to $40 billion and three plants. The original schedule called for production to begin in 2024. In practice, volume production at the first plant was delayed to 2025, and the second plant slipped from 2026 to 2027, and even 2028. The main reason cited wasn’t technological but human: a shortage of skilled workers who know how to install equipment to the cleanliness standards of a chip fab. The company had to fly in technicians from Taiwan to train the local workforce.<\/p>\n

And It Didn’t End With One Company<\/h2>\n

Intel pushed back its Ohio plants, originally due to start production in 2025, to 2026 and beyond. Suppliers to both companies scaled back or delayed their Arizona investments due to rising construction costs and a shortage of construction workers. An entire chain of projects was dragged backward, each link pulled down by the one before it.<\/p>\n

The lesson isn’t that even giants fail \u2014 it’s something more specific: even a corporation with nearly unlimited capital and some of the world’s most advanced technology can miss its schedule when the human and logistical infrastructure isn’t thoroughly examined in advance. Money doesn’t buy skilled workers who don’t exist, and it doesn’t produce permits that haven’t been issued. Those have to be planned for, not assumed.<\/p>\n

The Other Side of the Coin<\/h2>\n

Bent Flyvbjerg, who has documented mostly failures, points to Madrid’s metro expansions as an example of large projects completed on time and on budget. What successful projects usually have in common is the same: thorough upfront planning, repeating proven solutions instead of reinventing the wheel each time, and an experienced team that has worked together over time. Success, it turns out, is less glamorous than failure, but far more repeatable.<\/p>\n

Why This Matters for an Israeli Manufacturer<\/h2>\n

You might ask what a corporation investing $40 billion has to do with an Israeli manufacturer building a plant for 50 or 150 million shekels. But the failure modes are identical in scale. A shortage of skilled labor, dependence on a single equipment supplier with a long lead time, permits that get delayed, and input prices that shift mid-project \u2014 all of these are just as familiar in a local project. The difference is that a giant corporation has a cushion to absorb mistakes. The average Israeli manufacturer does not.<\/p>\n
